It was narrated that Qais bin 'Ubad said: Al-Ashtar and I went to 'Ali, may Allah be pleased with him, and said: Did the Prophet of Allah tell you anything that he did not tell to all the people?' He said: 'No, except what is in this letter of mine.' He brought out a letter from the sheath of his sword and it said therein: The lives of the believers are equal in value, and they are one against others, and they hasten to support the asylum granted by the least of them. But no believer may be killed in return for a disbeliever, nor one with a covenant while his convenant is in effect. Whoever commits an offense then the blame is on himself, and whoever gives sanctuary to an offender, then upon him will be the curse of Allah, the angels and all the people.
أَخْبَرَنِي مُحَمَّدُ بْنُ الْمُثَنَّى، ‏‏‏‏‏‏قَالَ:‏‏‏‏ حَدَّثَنَا يَحْيَى بْنُ سَعِيدٍ، ‏‏‏‏‏‏قَالَ:‏‏‏‏ حَدَّثَنَا سَعِيدٌ، ‏‏‏‏‏‏عَنْ قَتَادَةَ، ‏‏‏‏‏‏عَنْ الْحَسَنِ، ‏‏‏‏‏‏عَنْ قَيْسِ بْنِ عُبَادٍ، ‏‏‏‏‏‏قَالَ:‏‏‏‏ انْطَلَقْتُ أَنَا،‏‏‏‏ وَالْأَشْتَرُ إِلَى عَلِيٍّ رَضِيَ اللَّهُ عَنْهُ، ‏‏‏‏‏‏فَقُلْنَا:‏‏‏‏ هَلْ عَهِدَ إِلَيْكَ نَبِيُّ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ شَيْئًا لَمْ يَعْهَدْهُ إِلَى النَّاسِ عَامَّةً ؟ قَالَ:‏‏‏‏ لَا، ‏‏‏‏‏‏إِلَّا مَا كَانَ فِي كِتَابِي هَذَا، ‏‏‏‏‏‏فَأَخْرَجَ كِتَابًا مِنْ قِرَابِ سَيْفِهِ،‏‏‏‏ فَإِذَا فِيهِ:‏‏‏‏ الْمُؤْمِنُونَ تَكَافَأُ دِمَاؤُهُمْ وَهُمْ يَدٌ عَلَى مَنْ سِوَاهُمْ،‏‏‏‏ وَيَسْعَى بِذِمَّتِهِمْ أَدْنَاهُمْ،‏‏‏‏ أَلَا لَا يُقْتَلُ مُؤْمِنٌ بِكَافِرٍ، ‏‏‏‏‏‏وَلَا ذُو عَهْدٍ بِعَهْدِهِ، ‏‏‏‏‏‏مَنْ أَحْدَثَ حَدَثًا فَعَلَى نَفْسِهِ،‏‏‏‏ أَوْ آوَى مُحْدِثًا فَعَلَيْهِ لَعْنَةُ اللَّهِ وَالْمَلَائِكَةِ وَالنَّاسِ أَجْمَعِينَ .
قیس بن عباد کہتے ہیں کہ   میں اور اشتر علی رضی اللہ عنہ کے پاس گئے تو ہم نے کہا: کیا نبی اکرم صلی اللہ علیہ وسلم نے آپ کو کوئی ایسی خاص بات بتائی جو عام لوگوں کو نہیں بتائی؟ انہوں نے کہا: نہیں، سوائے اس کے کہ جو میری اس کتاب میں موجود ہے ۱؎ پھر انہوں نے اپنی تلوار کی نیام سے ایک تحریر نکالی، اس میں لکھا تھا: ”سب مسلمانوں کا خون برابر ہے ۲؎، اور وہ غیروں کے مقابل ( باہمی نصرت و معاونت میں ) گویا ایک ہاتھ ہیں، اور ان میں کا ایک ادنیٰ آدمی بھی ان سب کی طرف سے عہد و امان کی ذمہ داری لے سکتا ہے ۳؎ آگاہ رہو! کہ کوئی مومن کسی کافر کے بدلے قتل نہیں کیا جائے گا، اور نہ ہی کوئی ذمی معاہد جب تک وہ معاہد ہے قتل کیا جائے گا، اور جو شخص کوئی نئی بات نکالے گا تو اس کی ذمہ داری اسی کے اوپر ہو گی، اور جو نئی بات نکالے گا یا نئی بات نکالنے والے کسی شخص کو پناہ دے گا تو اس پر اللہ کی، فرشتوں کی اور تمام لوگوں کی لعنت ہے۔

Amr bin Dinar narrated that: he heard Tawus narrate from Ibn 'Abbas, from 'Umar, may Allah be pleased with him, that he asked about the ruling of the Messenger of Allah concerning that. Hamal bin Malik stood up and said: I was married to two women, and one of them struck the other with a tent pole and killed her and her fetus. The Prophet ruled that a slave be given (as Diyah) for her fetus and that she be killed (for killing the other woman).
